Russel F. Sullivan Memorial Fund
The Russel F. Sullivan Memorial Scholarship was established in 1986 following the death of former FBI Agent Russel F. Sullivan, who died in Key West, FL in 1985. Sullivan, an agent for 27 years was last assigned as the Senior Agent in Key West, where he continued as a consultant to the Key West Police Department and a lecturer at The College of the Florida Keys.
When his widow Ruth Sullivan stated she wanted to establish a scholarship in his memory for the college education of Key West Police Officers and Monroe County Sheriff Officers, Phillip B. Carr – a retired FBI Agent and long time friend of Sullivan – made the first contribution to this fund and assisted Mrs. Ruth Sullivan in her efforts in fundraising. The fundraising over the years has been through golf tournaments, 5K runs, business solicitations and personal donations & contributions from Monroe County Sheriff’s Office and Key West Police Department.
These efforts were successful and over the 26 years the fund corpus has grown to over $150,000 and over $60,000 has been expended for assisting over 100 law enforcement officers from Key West Police Department and Monroe County Sheriff’s Office in furtherance of their obtaining a degree or certification from The College of the Florida Keys. Numerous letters of appreciation from past students have been received by the college and Board of Directors of this fund.
Mrs. Ruth Sullivan was Chairman of the Board of this fund and Carr was Vice Chairman for the first ten years and in 1996, Carr assumed the position as Chairman and over the 26 years has never missed a fundraiser or a board meeting. Carr resides in Stuart, FL and travels some 200 miles to Key West, FL in dedication to this fund and furtherance of law enforcement in the Florida Keys.
